Ningjin County Ecological Environment Bureau to carry out white list declaration and performance rating work

The white list of 1. is a positive list, including military-civilian integration, people's livelihood security, foreign investment, epidemic prevention and control, strategic emerging enterprises, key export enterprises, key high-quality manufacturing, provincial and municipal key projects.

For the enterprises and key projects to be included in the white list, the relevant departments at the provincial level (development and reform, industry and information technology, commerce, health, housing and construction, etc.) need to formally send a letter to the Provincial Department of ecological environment, which will be signed and approved by the Department of ecological environment before system entry, which will be reviewed by the county, city and provincial environmental protection departments step by step. During the early warning period of white list enterprises, they are encouraged to reduce their emissions independently in combination with reality. At present, there are 110 white list enterprises and 6 key white list projects in our county.

According to the relevant requirements of the Technical Guide for Designation of Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather (Revised Edition 2021) and the Technical Guide for Formulation of Emergency Emission Reduction Measures for Heavy Pollution Weather in Eleven Industries in Hebei Province (Trial), the 2. divides gas-related enterprises in key industries into four performance levels A, B, C and D for management. Enterprises above Grade B belong to the industry benchmark. During the warning period of heavy pollution weather, Grade A and leading enterprises will reduce emissions independently. Enterprises of Grade B, C and D will give different production restriction measures according to different industries. The lower the performance level, the stricter the emission reduction measures.

The rating process for enterprises of Grade B and above: enterprise declaration → county-level summary (pre-examination) → municipal examination (preliminary examination) → provincial examination and approval. At present, there are 14 enterprises of Grade B and above in our county. C- level and below enterprise rating process: enterprise declaration → county-level summary review (preliminary review) → municipal approval.

Carrying out performance grading and formulating differentiated emission reduction measures is a concrete manifestation of precise pollution control, scientific pollution control, and pollution control in accordance with the law. It is an important measure to encourage enterprises to improve their governance level, promote green development, and high-quality development. It is a scientific implementation of "more rows and more restrictions, fewer rows and fewer restrictions, and no row and no restrictions. Encourage "advanced", spur "backward", promote the upgrading of the governance level of the whole industry, and promote the green, healthy and high-quality development of the county economy.
